NEW YORK (AP) — New York’s longstanding ban on commercial surrogate pregnancy is about to end nine years after a bill to rescind it was first introduced. It has been one of a handful of states still prohibiting the procedure through which a woman is paid to bear a baby she’s not related to biologically. Experts say the new law has a bill of rights providing the nation’s strongest protections for surrogates. Among the provisions are the right to independent legal representation, a guarantee of comprehensive medical coverage, and the right to make their own health care decisions. That includes whether to terminate or continue a pregnancy.
